EVALUATION OF MANAGEMENT OF TRAUMA AND INJURIES DUE TO ROAD TRAFFIC


Call for Letter of Intent (LOI)


1. INTRODUCTION

The Ministry of Health invites applications from various institutions and investigators to propose and carry out studies to evaluate the management of trauma and injuries due to road traffic accidents.


2. BACKGROUND


Injury is a major public health problem in Malaysia. Trauma and injuries management is important to prevent unnecessary death and disability. Currently, the extent of scope and level of trauma management in health facilities in the country has not been determined. This information is vital for strengthening these services.


3. OBJECTIVE OF CALL

Inviting letter of intent from researchers to study the management of trauma and injuries. Key issues to be addressed include:


4. DELIVERABLES

A concept paper consisting of a short and coherent executive summary addressing the following:

  1. Scope and objectives of study

  2. Strategies to achieve objectives

  3. Previous work done by the collaborative group to which the proposed strategies will complement the work of existing initiatives

  4. Extent of linkages to policy makers, clinical leaders & relevant organisations

  5. Estimated budget requirements, including financial and in kind support committed by other organizations or individuals

Note : Eligible Expenses and allocation include:

      1. Temporary and contract personnel

      2. Travel and Transportation (not to include expenses for training, attending seminars/conferences, separate requests is later allowed from other allocation)

      3. Rentals

      4. Research materials and supplies

      5. Minor modifications and repairs

      6. Specials services, and

      7. Special equipment and accessories (not exceeding 10% of total budget)

  1. Define what major outputs expected and when they will be delivered.

5. WHO CAN APPLY

  1. Consortia or team of investigators from Ministry of Health of Malaysia (MOH), together with other Government Agencies, Academia, Research Institutions, health-aligned industries and NGOs, within or outside Malaysia.

  2. Active collaboration from researchers of the National Institutes of Health, Ministry of Health Malaysia is a must.

  3. Leading investigators must have appropriate experience and research skills in various disciplines such as clinical research, public health, behavioral research and health services.


6. FUNDING


  1. The project should be completed by December 2009 and the total budget not exceeding RM 1.5 million.

  2. There should be at least yearly financial and achievement reports, including findings.


7. HOW TO APPLY


  1. Deadline for submission: 15 February 2007

  2. Application is to be submitted online via the website.

  3. A hard copy of the completed and duly signed Form PRRes9MP is to be sent/posted to NIH Secretariat, c/o Institute for Health Management, Jalan Rumah Sakit, Bangsar, 59000 Kuala Lumpur.


8. SELECTION PROCESS


a. Funding shall be awarded based on open competition.


b. Applications that are complete will be evaluated by an expert panel appointed by Ministry of Health who will address and consider each of the following criteria in assigning the application’s overall score:

  1. Significance: Does this study address the problems? If the aims of the application are achieved, will clinical practice, service or preventative interventions improve?

  2. Approaches: Degree to which the research proposal will complement the work of existing initiatives, extent of linkages to the relevant programmes at MOH level, practitioners and relevant organizations.

  3. Scientific merit: Are the conceptual or clinical framework, design, methods, and analyses adequately developed, well integrated, well reasoned, and appropriate to the aims of the project? Does the applicant acknowledge potential problem areas and consider alternative tactics?

  4. Investigators: Are the investigators appropriately trained and well suited to carry out this work? Is the work proposed appropriate to the experience level of the principal investigator and other researchers? Does the investigative team bring complementary and integrated expertise to the project?

  5. Feasibility in terms of time and environment: Does the scientific environment in which the work will be done contribute to the probability of success? Do the proposed studies benefit from unique features or employ useful collaborative arrangements? Is there evidence of institutional support?

  6. Budget: Is the proposed budget reasonable and the requested period of support in relation to the proposed research appropriate?

  7. Ethical issue: Have the investigators addressed the ethical issues involving patients and provide adequate protections from research risk relating to their participation to the proposed research?


c. A full proposal will then be invited from those who meet the above selection criteria and are short-listed.


The time-table of the application process :

15 February 2007 : closing date of online submission of LOI/RPs

15 March 2007 : notification of approved LOI/RP & request for detailed/full proposal

April 2007 : confirmation of awards and allocation of funding



9. MONITORING OF THE RESEARCH PROJECT


Monitoring will be carried out in accordance to guidelines stipulated by the Ministry of Health
